Languages, better themes and better formatting in Hypertext IDE and version 0.4 in Hypertext IDE Web

Hypertext IDE Hypertext IDE version 3.9 includes English and Polish languages (no, not how I did it back in version 2.1, instead it’s switchable through a menu in the EXE), as well as text rewrites, saving theme and language picks through Settings (userwide only) and using Resources for the languages, as well as better formatting options.

Hypertext IDE Web Version 0.4 Cascadia has better alignment and positioning, as well as fixing a bug and preparing for version 1.0 branding.
